The HMO activities and experiences consolidated in the project's final report included the pre-organization and social preparation phase, the operational and management aspect, the lessons learned, and the policy implications and recommendations. A review of marketing experiences revealed interesting variations between the HMO in San Antonio, Binan, Laguna (SAHMO) and that in the University of Philippines in Diliman, Quezon City (UPHMO). While both HMOs share a common problem of slow membership growth, the nature of the problems varied.Based on the results of the organizational assessment, efforts to redefine or fine-tune the organizational structure were accomplished. Aside from organizational structure and principles, the researchers also formulated guidelines in social preparation and community organization as well as in organizing service providers and facilities. An HMO Operations Manual was developed. This manual contains vital information such as guiding principles, social preparation and community organization, organization of service providers and facilities, marketing, service procedures, accounting, and information systems.
The project aimed to pilot test a community-based Health Maintenance Organization (HMO) in two prototype communities: (1)a standard geographically bound community; and (2) an institutionally-based community.
